Cabinet reshuffles top police brass, clears new policies and key appointments


Kathmandu: The Government of Nepal has officially decided to move forward with a legislative bill designed to amend and repeal several existing financial laws. This decision was reached during a Cabinet meeting held at the Prime Minister’s Office on July 2.

Minister for Education and government spokesperson Sasmit Pokharel briefed the media, stating that the executive body finalized a total of nine significant decisions during the session.

On the legislative and international front, the Ministry of Finance received the green light to table a bill in the Federal Parliament to streamline various financial statutes. Simultaneously, the Cabinet granted approval to the Ministry of Law, Justice, and Parliamentary Affairs to present a major international treaty for parliamentary ratification. This involves the agreement under the United Nations Convention on the Law of the Sea (UNCLOS), focused on the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction.

In a move to restructure the leadership within the security sector, the Ministry of Home Affairs initiated a significant reshuffle. The government approved the transfer of eight Additional Inspectors General (AIGs) of the Nepal Police, redistributing top-level leadership across different departments. Additionally, the Ministry of Physical Infrastructure and Transport saw a new leadership appointment, as Dharmaraj Khadka from Dhankuta was named the Executive Director of the Special Structure Operation and Management Development Committee.

The meeting also resulted in the approval of updated social and educational regulations. The Ministry of Land Management, Cooperatives, and Poverty Alleviation secured the Cabinet’s endorsement for the First Amendment Regulations 2026 regarding the prohibition of bonded labour, known as Kamaiya labour.

Furthermore, the Ministry of Education saw the approval of the Tenth Amendment Regulations 2026, aimed at updating the legal framework governing the national education system.

High-level executive appointments were also finalized for state-owned media and printing institutions. Hikmat Bahadur Rawal from Kailali has been appointed as the General Manager of Gorkhapatra Corporation, while Devraj Dhungana from Morang has been selected to lead the Security Printing Centre as its Executive Director.

Finally, the government formally adopted two major national frameworks: the National Integrity Policy 2026 and the National Advertisement Policy 2026, both of which are intended to set new standards for public governance and the advertising industry.
