Kathmandu: The government has reformed the social security allowance distribution system to make it more technology-friendly and transparent. With the approval of the new “Social Security Allowance Distribution Procedure, 2082 (2025)”, the old 2077 procedure has been scrapped.
According to the new guidelines issued by the Ministry of Home Affairs, all beneficiaries across the country will now receive their allowances digitally.
The procedure has made the application process for social security benefits completely digital. Eligible citizens can now apply either through their ward office or directly online in local bodies that have adopted biometric systems. Applicants will need to use personal details linked to their National Identity Card for the online application.
To verify identity, biometric authentication has been made mandatory, which is expected to reduce the chances of fraud or duplicate benefits.
In local governments where biometric verification has been implemented, beneficiaries will be able to submit their applications online from their place of residence.
According to the procedure, the respective local government must register such applications, conduct biometric verification, enter the data into the system, and send the information electronically to the ward office of the beneficiary’s permanent address.
The ward secretary at the permanent address will then verify and confirm the beneficiary’s eligibility as per the outlined process.
The procedure also specifies that for children under 16 years, persons with severe disabilities, and senior citizens above 90 years, the National ID number will determine whether it is mandatory for listing as beneficiaries.
Once the beneficiary’s data is entered into the Social Security Information Management System, the system will generate a 13-digit Social Security Identification Number, which will serve as the beneficiary’s official ID for social security purposes.
Beneficiaries already receiving the allowance will still need to submit renewal applications to their respective ward offices in the current fiscal year. In districts where biometric verification has been implemented, beneficiaries may also renew their applications from their current place of residence.
The procedure further mentions that the National ID number must be entered in the beneficiary’s records, and biometric verification for renewal can also be completed via a mobile application, making the process more convenient and efficient.
