Education Ministry orders refund of illegal school fees, sets up help desk


Kathmandu: The Ministry of Education, Science and Technology has directed private schools across the country to refund fees collected illegally from students and parents.

Issuing a public notice on Wednesday, the ministry said it has received continued complaints that some schools are still charging fees in violation of existing laws. It has instructed all concerned institutions to immediately return any such unlawfully collected amounts.

The ministry warned that if any school is found defying this directive, further legal action will be initiated in coordination with the Ministry of Home Affairs Nepal, district administration offices, and local governments, as per prevailing laws.

To address complaints related to student fees, the ministry has also established a help desk at the Education and Human Resource Development Center Nepal. Students and parents can report grievances and seek facilitation through the desk. The designated contact person is the centre’s director, Nim Prakash Singh Rathaur, who can be reached at 9851214638.

Earlier, on 5 April, the ministry had issued a separate notice expressing serious concern that some private schools were enrolling students before the official start of the new academic session 2083 BS and charging fees exceeding approved limits—actions deemed contrary to prevailing laws and a Supreme Court order.

The ministry has reiterated that student admissions should only begin after the formal start of the academic session and has urged local authorities to ensure that any fees collected unlawfully are refunded to parents through due legal processes.
