Government to leverage offshore rupee bonds and alternative finance to ease fiscal pressure


Kathmandu: Finance Minister Dr Swarnim Waglé, during the presentation of the federal budget for the fiscal year 2083/84 before a joint session of the Federal Parliament, announced that the government will implement innovative and alternative financial instruments to reduce the nation’s fiscal burden.

He emphasized a strategic shift toward mobilizing capital through off-balance-sheet mechanisms to attract public investment and facilitate the transfer of advanced technology. Highlighting the recent enactment of legislation regarding the Alternative Development Finance Fund, the Minister noted that the framework is now in place to effectively channel private capital into large-scale infrastructure projects.

In a landmark move for Nepal’s financial sector, Dr Waglé announced that the government will issue offshore bonds denominated in Nepali Rupees in the international market to diversify its funding sources.

Additionally, the administration plans to maximize the utilization of global climate resources by issuing specialized Clean Energy Bonds. To further engage the Nepalese diaspora in national development, the government will also launch Diaspora Bonds. These measures are designed to ensure that the country can meet its investment needs through sustainable and modern financial pathways while maintaining fiscal discipline.
